Is there a reason regular people are not allowed to submit a patch? That only a person with a plugin on the site can submit patches. Like I have a few patches for some plugins that would fix a bunch of items people are having. But because I do not have a plugin on the site I can not. 

i feel it should be allowed for all and then the dev can choose to allow the change or not. Or in unmaintanted case maybe a site admin can approve it when have the time. Would help so much people in the long run

Or allow regular people to take over a unmaintained plugin as well. But it doesn't get taken over till the person submit a update that shows they know what they are doing with plugin and are willing to better it

Patch submissions from users without the Plugin Developer role was disabled due to abuse and and misuse.

We ask that users submit their own work before taking over an existing plugin, as this shows us somewhat of what they are capable of and allows us to tell if they are suitable for taking over an established plugin.

Both may change down the road once we have a better system in place to remedy the above, but for now this is set up, though exceptions have been made on occasion.
