I can't search. The plugins aren't lising on the plugin page. The notification and messages buttons are missing. If I get to a page from a google search or email update link, the updates and license sections aren't loading and the watch button looks like it's stuck loading.

Check your browser console for errors. Generally this implies that our CDN is inaccessible to you for whatever reason.
