Saw a plugin by someone submitted and available on the site, yet it doesn't show up in the "Newest" list. Is there an update time for that or.......?

There's a bug with that where the cache isn't updated right away.
Well, it's been 2 days and I only see 1 new plugin by Orange in the Newest section, though there have been more than that.

There hasn't. Plugins in queue are generally reviewed on the weekend by me at some point.
