Hello , I Using 116 Devblog And Patched Oxide Server For it
i put the Plugin in C:\Users\MyUser\Desktop\116Dev\server\my_server_identity\oxide\plugins
and In the Console Send Me Error : 

[Oxide] 17:20 [Error] GatherManager plugin failed to compile!
[Oxide] 17:20 [Error] GatherManager.cs(547,40): error CS0246: The type or namespace name `ExcavatorArm' could not be found. Are you missing an assembly reference?

If you're using an old server version, you'd have to patch those issues or use a compatible or version.
