I would like to have some permissions added for VIPs so they can spawn a set amount configured in the config or Unlimited

There is already an unlimited permission for fuel usage that could be used for that.  Or, I may need to add a 3rd permission.

3rd permission for set amount or Unlimited spawning more

This has been implemented with a new flyingcarpet.vip permission and a new config limit for VIPs.
