i got 10 different permissions ranging from bronze to grandmaster. and when people progress in achiving greater ammo count the new rank/group dont give more ammo.
yes i have changed the cap on all the different tiers of permissions.

i had custom names on the permissions like bronze, silver, gold, platinum and so on. i now changed to number where best is 1 and badest is 10 and still same problem.

The permissions go from the bottom up. 

So if you assign multiple it will hit the first one from the bottom of the config list and give the player those settings.

i even reinstalled the plugin and still people dont get what they have permissions for. even redid the config. :S

The plugin was only designed and hard-coded to support the 5 provided default permissions

Your config that you have posted is more than the default provided perms.
