The config file only lets you decide whether or not players can do these things to each other's bases, but doesn't let you take into account TC auth?

Also found a bug related to this: It seems that people can still "upgrade" each other's building blocks even with it disabled in Faux Admin - except it changes to the wrong grade, and can eventually get stuck at twig.
