Sorry if this is covered somewhere already, but I'm just not sure if this works with truepve or if the server needs to be pvp by default. Or does it depend on the zones? Like, I can make the zone itself pvp? Sorry for being noob-ish

I think any zone can have any flag. To kill or not to kill. Everything should work. But there is a bug in these assemblies. I couldn't get it to run. Somewhere there is already a similar problem in the questions.
