Hello,
I added a steam ID using /ban. When I attempted to then remove it with /unban, it says 0 matching bans were removed.

I'm having this issue as well. It appears the ban is still written to the native bans.cfg file. The current workaround is to unload the EBS plugin, use the vanilla unban command, then reload EBS
