If it's just a string of numbers it's probably Unix timestamp (aka Epoch) which is the amount of seconds that has occurred since "1970, January 1st at 00:00:00"
would be helpful if here 
it listed the date and time of the ban instead of the unix stamp, this just adds extra steps when looking up when a ban was
Data file isn't intended to be read directly. I'm pretty sure there is a command you can use to lookup ban data.eassimakwould be helpful if here
