I am looking at the notes from the developer and it states that the files are in the DiscordReport file under the config directory. So I use FileZilla and go to my config files and I see nothing about the discord report file. I installed the mod, restarted my server, granted myself permission to the mod, and restart my server again. And nothing changes in my config file. The only item in my .config file is unity3d. What am I doing wrong here? 

Configuration files for plugins would be under oxide/config.
