maybe something where a user goes /report then a GUI opens up
Page 1 should ask for the reporter to click on the list of all offenders names (maybe the name turns red when click on to show the offenders selected?)
Page 2 should be the reason for reporting... make it so server owners can set a few preset reasons?

This would make things alot easier as currently telling people to put "" around there message is a pain to explain to a bunch of youngins XD
