What is strange do I need to have any other permissions. 

I copied the channel ID by right clicking on the channel and then Copy ID and that is what I have placed in the config.

So some reason I had to reboot the server even with Deaths working and all it just wouldn't so I also just to be sure added the bot itself with permissions to send messages and all. 
Looks to be working now. WOW very strang. Discord is like another anamil let me tell you
