Sorry, but I couldn't find the string to put in monument blocking anymore.  When the event spawns at the Rust outpost, the turrets automatically kill everything, and the chest spawned on a roof where no one can get to anyways.

I'll make so no NPCs spawn there, and will have to fix the chest spawning out of reach.

Can you allow us to disable certain monuments again?  Because I want my players to earn the treasure chests by fighting off dozens of npcs since the loot is so good

I'll add an option to the config.

You should know that NPCs can fall through floors and that will need to be addressed by Facepunch. This usually only happens when they're forced into a small area. I've done as much as I can to minimize this from happening, but if it becomes a problem then you can blacklist the monument or npc's at the monument in the next update.
