two out of the five players who get this as a perk for donating to the pve server only get direction and distance and are not able to TP to there corpses, and they were all given the permissions at same time  i am a bit stumped as to why and this remains the case after daily restarts as well,  

That is an odd thing to happen indeed. I'll look into why this could be happening!
