I like the idea of having a copy/paste function exposed to VIP users where it is higly controlled...

1.  They can only copy bases they are owners of the blocks over at least some configurable percentage; so if the percentage is set to 80 then if they only own 70% of the base then they cannot use the command.

2.  They can only copy/paste X (each has thier OWN config value) number of times per wipe and force that counter to 0 when wiped.

3.  There should be a cooldown value in the config.

4.  They cannot place it within X (config) meters of another TC.

5.  They can only paste on the level ground,  no placing it in the sky and no placing it underground or under water (yes this rules out cave bases).

6.  They cannot paste at any monuments at all.

7.  Once they paste the new base; the old one they copied disappears if it exists at the time of the paste.  Maybe rename the command to CUT and then force the CUT base to disappear once the base is pasted elsewhere.

8.  The copy/paste parameters CAN be limited / controlled by the config as to not allow them (for example) to clone stuff inside.  The admin can force certain parameters in the config.

The config should have a section for I am sure I did not think of all the possible config items but all this is done in config and we may only give the perm to VIP players.
