Is there some way to stop people from spamming the /Paste command ?
I have a problem were players are deliberately spamming bases all over the place, I would like a way to stop them from doing this.
Is there a command in the config to help ?

LOL How do you let players use it at all. If you have VIP players, you should just say "where do you want it", and paste it for them. I don't see how anybody would let the troll generation even paste anything themselves.

I'd say use permissions, and make a group that you trust based on your rules, add the users to the fgroup, and give the group permission.
