Maybe make a player use for CopyPaste... something like this:

When deisgnated the proper permission to use it (all this can be configurable) they can copy a building and be limited to certain options (e.g. not allow pasting of items in boxes, etc) INCLUDING a config item that requires them to have the materials to paste; also maybe make it tied to ServerRewards or some other economics where they have to pay to use it.
