i have tried using the mod to create raidable bases but it comes up with not recognised

i have done everything it says to do when installing it and still nothing

You didn't provide any details, add more screenshots, what you've done etc.

when i type cope when i build a bases that i want to use for a easy raidable base i get command not regonised

I am not sure what you mean, you grant permisions via console and if you are creating bases with copypaste the should be in your \oxide\data\copypaste folder.

i am trying to copy paste bases from fortify on to my server for things like raidable events and admins and players starterbase kit but nothing happens when i type the command paste with the bases name 

anything in the server console?

it says file does not exsits and i have permission

Have you moved the file from fortify into your \oxide\data\copypaste folder ?
