I see that a file is suppose to generate after loading the plugin under oxide/data/copypaste but I am not seeing that. I saw in some posts that you need to put the saved .json file here to be able to paste your build from Fortify into Rust. Do I need to give myself, Owner/Admin, permission to use it first? Do I need to build something then copy/paste for this folder to be created automatically? Any help would be appreciated. 

You don't need Rust Admin or Owner privileges, you only need to have the permission to use the command(s).

The oxide/data/copypaste directory will only be created after you have copied at least one structure.
