Don't ask me how I know  :)  But when pasting in buildings with SAM Sites they don't have the ammo loaded into them like the turrets do.
Vending machine worked properly too.

Thank you for the awesome mod.  I'm using it with Fortify as well.

If this is a community building, use build plugin and deploy one of the static samsites. :)
