Make sure the plugin is loaded

Make sure you have more than just "buildinggrades.use". You have to grant the other permissions like buildinggrades.down.all and/or buildinggrades.up.all for it to work.

as nothing in the plugin has changed all my permissions are working as normal,

redo the permissisons, sometimes happens that plugin permissions are "lost" , i use a permissions manager so i can easily check them after a wipe. just finished building first 8x3x5 temp base and upgraded to hq with no problems , also tested down <1,2,3> and up <same>

It's what worked here after it wouldn't work for any of the players or myself on my server, after this update. But ya, your mod is the reason I even started hosting. Others used to run it on their servers then stopped (calling it OP) and I couldn't find another that ran it years ago. Hence, I got pissed, looked up mods for Rust, found yours and started hosting. So, you got huge respect from here!

I do a clean state wipe, nothing left in the folder, but the batch file, each wipe. I install from that, then install Umod, then copy and paste the .cs files and Json files. After the server is rebooted for the last time, I then added the permissions. IDK if this info helps or not. BUT I would love to know the permissions manager you use if it's publicly available! 

Far too much work for me !, I shut down the server , update steam/oxide using dashboard function , check RustIO for a new good looking map, change map seed, adjust server description for wipe date then restart server, once a year i remove old map saves, everything else should not be affected by wipe.
AND for sure its not my plugin !! i am way too old to start learning C++ or how to program, i just read all the documentation and use trial and (lots) error until it works or put up with what doesnt (100%) till a patch comes out.

It's for sure not your mod! It's something above mod level doing this. 

I get the too old part too. My 30 something year old son runs our server out of his garage (literally) and he's always on me to learn C++ (I'm a Web Master left over from the 90's) and that's what I tell him. Too much already swimming in my head to pick up another lang. at my age. Hell, I'm having a good day if I can remember half the langs. I already know, and they are considered the easy ones!
