On my PVE server sometime the players build things for community use and ask for a free upgrade which i oblige. But it is not letting me unless I am on TC 

I would like to be able to bypass this situationally. its handy when up/downgrading one building to not get another thats too close, but other times would be nice to just bypass the few little hoops to get authed
