Players are getting the messages above and the upgrade isnt happening

Just tested with several players, they have the right perms, I as an admin dont get this error but multiple players do. Tried with /up and /up wall and foundation

i've got this error on and off for months. It's just glitchy, sometimes it works other times it doesn't. Just keep trying and it will xD
