please add spawn via rcon and random spawn on the map

Not sure if I'm going to add random spawns. Bomb trucks aren't currently easily differentiated from other cars, so chances are people wouldn't necessarily realize they found one.

Added the givebombtruck <player> <truck name> command in v0.6.0. It can be used via the server console or by players with permission. Marking thread as solved. You can open another suggestion for random spawns if you'd like but I don't anticipate adding that feature anytime soon.
