when you say delete config, localization and data files. Where is the localization files?

Apologies for the delayed response. You can find the localization file at: oxide > lang > en > BlueprintShare.json.

no problem, and i didn't get round to doing this since the wipe, so i didn't update the plugin, will this affect said plugin because i never updated it or is it ok for now?

You can continue using the old version, as it's still compatible with the latest versions of Rust and Oxide. While it's possible to update the plugin mid-wipe, it would likely be simpler to start fresh with the new version during your next server wipe.
