That would be a seperate plugin, since there is no direct blueprint(s) that leads you to the Level 2 or Level 3 workbenches.

I'm sure it could easily be done.

you just double click on the Workbenches and they will craft.  You don't get the "Craft" button in the UI as avaible to craft but double clicking on the ghost images in the crafting UI will allow you to craft the benches without the fragments.
