Weapons full health in elite, wanting partial

Hey All,

I've been messing around with loot so much now my head is spinning. When weapons spawn in elite or military crates they are spawning with full health. Normally they should only have partial and I'm not sure how using this plugin to get them to only have partial instead of full. 

Is there something I'm missing, something special I need to do?

How do you set normal create to spawn low helt?  i try all but still spawn with full hp.

That looks like it spawns them at 100% I'm trying to find something that spawns them at less than 100%

i have plugin all can edit like official :D can add chance from 0.01-100% weapon hp box looks when open like normal, scrap drop :D pm me if you wana :) but you need to much time to edit all works 100%

im using betterloot now, but working on confing from that plugin wana make good loot :)
