I just want to make sure I'm not missing something. Is there a way to either write the code and add it into the LootTables.json? Am I missing something? Is it meant to be the same as something else like the oilrig version? Any help would be appreciated.

Cargo uses all the same normal crates. You can not change loot specifically for cargo without making changes to the plugin.
