Lets say a player wanted to change his name color without needing the admin permissions.
Would i be able to do, i can't seem to find something about this...

Afaik it can only be done in the data file , so the plugin would have to be unloaded that edited , saved and reloaded.
I have not seen any other way to do it. i do hope you find something . have you tried
