I cant find anything talking about it in this mod and I would think there should be a description of what it is and how it works somewhere.

It is a windows program which allows you to more easily edit your Better Chat groups in one place. It's behaviour should be quite intuitive.
There is one paragraph/sentence about it on the overview, but that's about it. I'll add more information about it to the overview when I get a chance.
