I've noticed the tags I've setup in BetterChat (group titles for vip) aren't turning off even tho it says they have been disabled.. Do I have to use the 'tag' section in the config file? What is that used for?

That is used to add the tags you wish to be able to be disabled when the user has disabled their tags, so yes.
