Longer cooldown after raidSolved
There's a similar post here but it's marked as stale and I can't add to it so I'm creating this new thread.

I have a player who is pushing for this plugin because he takes heli so frequently but I really don't like the idea of players being able to repair their base so easily during an extended raid. Yes I know that being raid blocked will prevent them from using this but there can be times when raid block has expired but things still have the potential of heating up again.

I'm not sure the best way to handle this situation and was hoping someone might have some ideas.

I think the best option here would be to add a configuration option to control how long after an entity has been damaged before it can be repaired. Let me know what you think.
That seems reasonable. We could set it to something high enough to pretty much guarantee that it wouldn't be abused during a raid but also allow people to perform a tower repair prior to tagging patrol heli.
