i writing sulfur max 25k enable but not working.  but not only sulfur nothing working for blacklist items

The white list is not working here is my config:

I have been on a server where this worked before so not sure if it is now broken or my config is wrong.  

I wish that "Somebody" would tell us how to make this work. There are multible threads about this subject all of them quiet. First off, The "example json" isn't working json. After rewriting the blacklist using real json, it still does not work. I see that this mod was updatedd 2 months ago, Could the author or Adopter please respond?

The author has a lot on his plate right now, as he's the main developer for uMod. I'm not exactly familiar with the plugin, but a quick glance over it doesn't reveal anything obviously wrong with what you are mentioning.
