The config looks good to me so not sure where to go from here. One at a time is somewhat annoying

The plugin needs to be loaded when you start your server the first time after a force wipe, in order to detect the wipe event and clear backpack contents. The October force wipe caused a compilation error in Backpacks, so if you had not already updated to the latest Backpacks version at that time, the plugin would have failed to compile, meaning it would not have been loaded and could not clear backpack contents. At that point, you have to either wipe again or delete the backpack data files yourself.
