I have permissions set and gather and retrieve show up just not fetch.

There is no fetch button. Fetch is a power-user feature that pulls a specific item from the backpack. For example, a player could bind the command backpack.fetch explosive.timed 8 to pull 8 C4 from their backpack to their inventory in one key press.

Oh ok, strange I thought I seen a fetch button on the backpack at some point.
