not sure if anyone else is having this issue but with the gather perms granted it doesnt give them any itmes

Once the gather perm is granted, the player will see a button while their backpack is open, which they can click to enable/disable gather mode. Since you only mentioned permissions, I'm guessing the player hadn't enabled rather mode. If the player doesn't see the button, then permissions may have not actually been granted to them.
