When I check the config, "Drop on Death" is given true. But when a player is killed by another player, the player doesn't loose his items. So the killer can't reach the backpack. Can you fix this problem. We loose players because of this problem.

I'm not yet convinced this is a problem with the plugin itself since this feature is working on many other servers and nobody else has reported this despite hundreds of servers using this plugin.
As I said earlier, the config option is not the only thing that determines whether the backpack will drop on death. There is a permission that will override it. Other plugins may also use hooks to block it. Have you verified you haven't granted the keepondeath permission to your players?
