When I reverted back to the previous version, this showed up in the console. 

Backpacks was compiled successfully in 2810ms
Unloaded plugin Backpacks v3.11.1 by WhiteThunder
Loaded plugin Backpacks v3.11.1 by WhiteThunder

Please check the contents of the file you downloaded to make sure there's 7779 lines.
