That's part of Backpacks v3.10. The patch notes for v3.9.1 say not to download 3.9.1 if you are using 3.10 beta.

I've updated the patch 3.9.1 patch notes to be clearer so hopefully nobody else encounters this issue after this point.

Note that the v3.10 version has some config structure changes, so when you rolled back to v3.9, some of your config may have unexpectedly changed.
