I used via server console "bpupgrade username". it responded with "Upgraded username's backpack to 2x rows." But there are no 2 rows for this user in the backpack. repeating this command always gives the same response "Upgraded username's backpack to 2x rows.". There is never a "...3x rows"! Using the latest Backpacks version.

Do you have legacy permissions enabled in the Backpacks config?
