The plugin description has the following line:

"Anti Offline Raid determines who owns a structure based on who built it, who locked it, or who authorized to use it."

How does the lock aspect work?
I understand the entity owner, and who is authed on TC but I'm not clear on how the structure being locked affects things?

When you lock an item it changes the owner of the item to the person that locked it. With this plugin installed they are always in sync
