I cannot tell the specific functionality of this mod by the current description. I would like to know what specific function this does between these two options or perhaps I am off and there is something else I am missing. Does it:
1) just allow anyone with permission to change the current time of the server affecting everyone on the server, basically exposing env.time functionality to anyone with permission
 2) is this a version that allows a person with permission to change just thier own perception of time, for instance just that person sees it as day and the rest of the server still sees the current affects of the current time

2. It only changes local time, it doesn't effect anyone but the user.
