So i have it set up so that admins and my owner rank can use it. And seeing how i am the ownerid i should be able to as well but no matter what i do it just says "you are not allowed to use this command". Anyway to fix it?

This should work by default. If this isn't resolved, then delete the config file and reload the plugin.
