is there an easy way to only allow certain people to use the GUI? Possibly also provided with access rights/permissions?

I have moderators who should see where each player is but shouldn't be allowed to use the GUI so they can't see everything.

this is not optional. you can limit how many filters they can use, but you cannot prevent them from using them or the GUI.
