Is it possible to limit the plugin while no mods are in the server? The hook time seems to be getting higher overtime when no admins/mods are in the server using it. 

hi. no, everything is to be cached so that it is available when it is needed. I don't want to turn off those hooks so that they can function all at once when an admin comes online. furthermore the hook time should not be an issue.
