I don't believe this button should be a "toggle". It should just open the Player Administration UI and remain in the "off" state.

Currently, the button itself remains toggled "on", which requires you to click if off, and then click it back on again to trigger the display of Player Administration UI.

It will remain a toggle. I will fix it, thanks for reporting the issue.
