How to log /spectate if not a admin/mod?

How about moderators (authlevel 1) ?

This should be added it would be very handy since usually staff starts with being moderators before being an admin.

Also this plugin doesn't log everything. I tried changing server time (env.time 6) and it did not log this at all. So an admin could still change 90% of all server settings without it being logged
