we can get teh admin chat channel but it still transmits publically too

No Green would be causing it. You would need to remove any chat plugin such as No Green that also transmits its own chat.

i turned off no grren and had no change, it didnt work till i shut oiff both

Yeah, unless the chat plugins work together mutually, they would all be sending their own chat, hence the duplication.
i am certain it is colored chat casuing the issue,
i was developing a modded server and faced the same issue and it have been fixed by removing coloured chat
so admin chat need to somehow work with coloured chat or else people will have to give up admin chat since colored chat is main way for most server to earn VIP
Admin chat works with Better Chat, and I believe Coloured Chat also works with Better Chat.
So with Better Chat installed it might work out for you.
