i cant for the life of me figure it out. and i used to be able to have bots spawn around outpost and replaced the bots at bandit with my own but now they wont spawn

That's a new one ^. :(
Are you seeing an other error or warnings around it? Anything to do with NavMesh?

it happens every few minutes. The bots still spawn at the other monuments and work fine but im assuming it has to do with the new monument in game maybe?

no not seeing anything with navmesh its just that. and its only when i try and do custom spawns at bandit camp and outpost everything else works fine
I am getting the exact same error message^

Botspawn is now up to 1.8.9 so that could be the problem :)
